'A 6 year long (2008-13) analysis by Government of India with NGOs, 23% of girls from West Bengal are trafficked. It was estimated that over 9500 girls have been trafficked from West Bengal in 2009 (Police report 2010) for sexual exploitation or forced labor and it is on the rise. The prevalence is highest in three districts in Bengal, including Murshidabad, North and South 24-Parganas. It mostly poverty-driven and can only be stopped with a large-scale livelihood programmes.'

Back Ground

Jabala started working on the issue of Human Trafficking since 1998 based on study carried out in red light district of Bowbazar, Kolkata which revealed most of the girls are coming from bordering districts of West Bengal viz. 24Parganas South; 24Parganas North, Murshidabad & Jalpaiguri. Awareness program in four blocks ( Jalangi; Hariharpara; Beldanga-II & Baroah) of Murshidabad Swarupnagar Block & 24Parganas North & Kakdweep & Joynagar of 24Parganas South were organized in collaboration with Block Authorities. Later work spread to other districts.

Major Activities

  1. Developing Training Modules on Prevention of Child Trafficking & Mental Health Counselling of Survivors of trafficking for Panchayat members with support from UNICEF & UNDP respectively
  2. Training & Sensitization of Panchayat members & Block level authorities on issue of Human Trafficking
  3. Campaign & Awareness programs like community meetings; Rallies; Street Performances; Using Local folk, IEC etc
  4. Formation & training of community groups like Religious leaders, Mothers Committee; Youth clubs etc and named them as HRDS (Human Rights Defender System)
  5. Formation & Training of Adolescent Girls to prevent violence against women
  6. Formation & sensitization of AHTU (Anti Human Trafficking Units) at Block level
  7. Safe Mobility program in collaboration with Panchayat & Rural Development Dept.
  8. Networking with Government; NGOs and other stakeholders, Founder member of ATSEC & CACT
Rescue, Restoration; Rehabilitation& Repatriation

A Case Management Services including facilitating rescue, HIR(Home Investigation Report); prosecution & Legal support services etc

  4. Distribution of Safe Migration Card and data maintenance of 37361 migrants in 288 Panchayats in seven districts of West Bengal
  5. Canteens run by survivors in collaboration with Kolkata Police Department & West Bengal Women Commission
  6. Running of Herbal Garden with survivors in PPP (Public Private Partnership) model
  7. Market linkages of products made by survivors through large market chains & Ecommerce
  8. Successful Repatriation of 38 Bangladeshi survivors
  9. Formation of Survivors Cultural Group & a Football Team
  10. Formation of 34 HRDS and trained them to become change agents at the grass root
  11. 65 Adolescent Girls Group & trained them on L4R(Leadership for Result)
  12. Creation of Role Models from survivors to sensitize other girls
